Uttarakhand High Court Directed State Authorities To Frame SOP Regarding Kumbh Mela 2021

Noticing the commencement date of Kumbh Mela 2021 amid pandemic from 27 February 2021, the Uttarakhand High Court on Monday expressed concern with regard to organizing and conducting of the Mela and directed State Authorities to discuss and resolve the logistical problems which can come in organizing the Mela during the pandemic time.

The Chief Justice of the Uttarakhand High Court Raghvendra Singh Chauhan and Justice Manoj Kumar Tiwari has asked the Centre to issue a Standard Operating Procedure (SOP) which deals with Kumbh Mela 2021.

The Writ petition which was filed in the court has raised issues regarding the management of Kumbh Mela amidst Covid-19. The plea has shown concern by saying that until and unless the number of people who will come is not controlled and safe accommodation will not be provided by the Civil Administration, Kumbh Mela can become the breeding ground for the spread of Covid-19 Pandemic.

The counsel for the petitioner also submitted that people from all over the country and abroad will come to the Mela and the infection then will be carried away to different parts of the country through them. Therefore, it has become the need of the hour to take essential steps that need to be prepared by the Government, for permitting the people to enter the State and to reach Haridwar.

However, the Court observed,

the affidavit, in a nutshell, merely contains the certain assurance that concrete steps will be taken for managing the congregation of a large population. However, the essential data is conspicuously missing.”

Therefore, the court directed the Chief Secretary, the Additional Secretary, Public Health, the District Magistrate, Haridwar, the Mela Adhikari to convene a meeting and “to discuss the and means which need to be utilized for resolving the logistical problems of organizing Kumbh Mela 2021.
