Job description:
- You will be responsible for developing and fostering our strategic relationships with law enforcement and government agencies in India, guided at all times by our mission to defend and respect the voices of our users in India.
- You will be the primary link between Twitter and these agencies on all legal requests relating to Twitter’s platform, including requests for content removal and user data disclosure.
- You will also manage our tactical responses to all events related to law enforcement. This is a full-time role located in Delhi. This role is part of Twitter’s International Legal team, and will report to the Asia-Pacific (APAC) headquarters in Singapore.
- You will collaborate closely with colleagues from allied teams (including Legal, Public Policy, Trust & Safety, and country leadership)), providing your own subject-matter expertise, and seeking the expertise of others when needed.
- You must therefore be comfortable collaborating with colleagues from a wide variety of teams and backgrounds, and managing internal and external stakeholders effectively, all while advocating vigorously for Twitter and our users in India.
Responsibilities:
This position is ideal for a mid-to-senior-career professional with prior experience working in or with law enforcement agencies (LEs). Primary responsibilities will include:
- Liaising between Twitter and LEs on all kinds of legal requests received from various LEs and government agencies relating to the Twitter platform.
- Managing the Twitter-LE relationship and overseeing Twitter’s tactical responses to LE-related events in India. This includes:
- Acting as Twitter’s central point of contact for LEs in India; and
- Representing Twitter at meetings, both routine and ad hoc, with LEs and government agencies on all types of legal requests, including but not limited to requests for content removal under s.69A of the IT Act and requests for user information, and liaising between Twitter and LEs and government agencies on all associated communications.
- Fostering effective working relationships with LEs in India to enable Twitter to maintain strict adherence to its Terms of Service, Twitter Rules and Policies.
- Working closely with Legal, Trust & Safety and external counsel in responding to LE requests.
- Training LEs and government agencies on Twitter’s Terms of Service, Twitter Rules, and policies, and effectively educating LEs on using Twitter’s tools and processes to report violations and make legal requests.
- Supporting both Twitter country leadership in India and internal clients from various different functions both in and outside India in navigating challenges with local and national LEs.
- Helping develop and execute policies relating to the processing of legal requests from LEs in India.
- Supporting Twitter and our employees during emergencies.
Qualifications:
- You are a mid-to-senior-career professional (minimum 6 years’ relevant work experience) with extensive experience working in or with law enforcement agencies in India.This could include direct law enforcement experience, prosecution, criminal investigation, and/or experience in a similar Internet/Tech safety and security role.
- Familiarity with the Indian legal system, and in particular, knowledge of, and experience with, laws relating to the take down of content from online platforms (e.g. s.69A, IT Act) and the disclosure of user data by online platforms (e.g. s.91, CrPC), among other laws relevant to Twitter’s platform. A law degree, while not mandatory, is preferred.
- Experience with reviewing, processing and summarizing legal documents (e.g. court orders, statutory notices, search warrants, etc.).
- Technical knowledge and experience related to cyber crime and online investigations.
- Good public speaking and presentation skills.
- Fluency in both English and Hindi is a must. Fluency in another Indian language is an advantage.
- Ability and willingness to work off hours, including weekends and holidays, in order to support emergency matters.
- Ability to travel (if required) within and outside of India (subject to prevailing COVID travel guidelines and restrictions)
- Experience working in the private sector or with a major multinational company is strongly preferred.
