Delhi High Court: Setting Up Counselling Centres As Need of the Hour to Deal With Psychological Issues

The matter in hand is Sunil Kumar vs. UOI & Ors. A PIL sought the creation of counselling centres at the district level. On 21 June 2020, Delhi HC directed the Delhi Government to set up counselling centres.

Petitioner’s Submission

The plea was filed in the form of PIL. Adv. Sunil Kumar represented the side of the petitioner. In addition to the first plea, the petitioner further prayed to the bench for the creation of a toll-free number. Such a helpline number can provide 24/7 counselling to the residents of Delhi.

The petitioner put light on the disruption in daily life that is happening due to COVID-19. The current pandemic is resulting in increasing cases of anxiety, stress, depression. As a result, a greater number of suicidal deaths have been taking place lately. 

Court’s Observation

The Bench consisted of Chief Justice DN Patel and Justice Prateek Jalan. It noted the psychological issues faced by Delhi residents due to COVID-19. As a result, it directed the Delhi Government to consider the petition. 

The Court pointed out the necessity of opening counselling centres to the Delhi Govt. Hence, the Court suggested the Government to open these centres as early as possible.

The Court also directed the Delhi Government to either decide the plea by itself or by constituting a Committee of experts.
