DU To Set Deadlines for Providing Degree Certificates To Students: Delhi High Court

The High Court of Delhi directed the Delhi University (DU) to set a deadline for providing paper-based degree certificates and mark sheets to students graduating during the current year. DU must also provide a deadline for those who had graduated in previous years.

Facts of the Case

The Order came with respect to numerous Writ Petitions moved by students of DU. They hadn’t received their degree certificates from DU, despite completing their graduation 2-3 years ago. One Petitioner also grieves that the digital degree certificates provided had various errors. Hence, the students are facing difficulty in applying for jobs and postgraduate programmes in foreign universities. 

In the previous Order, the Court had directed the University to set up a mechanism to streamline the process of providing digital degree certificates to the students. The University was also directed to submit an affidavit showing its progress in the present matter.

Submissions before the Court

In its affidavit, Ld. Counsel for DU submitted that on an average, 12 persons were working for the issuance of online degree certificates. 450 online degree certificates were being generated on a daily basis.

Regarding the issue of online transcripts and mark sheets, the University expressed its inefficacy to extend the said facility to regular students. However, it said that the same can be provided only to students seeking admissions in foreign universities and require online transcripts on an urgent basis.

The University further informed that 14,000 paper printed degrees have been placed for the students who graduated in 2017. The affidavit also stated that DU was proposing to impose some charges for issuance of digital degree certificates. 

Court’s Order

In light of the submissions made by DU, the Court directed the University to submit an affidavit specifying timelines for transmission of mark sheets and degree certificates to Digilocker in a phased manner. 

The Single Bench of Justice Prathiba M Singh further directed the University to plan a mechanism for issuance of online transcripts to those students who needed it urgently. The same must be set out in the affidavit.
