The order has come in an application moved by the Delhi Rozi Roti Adhikar Abhiyan. The plea seeks adequate ration to all the residents in Delhi, with or without a ration card. This also demands direction from the Delhi Government to resume the scheme of providing dry ration.
Facts of the Case
The Rozi Roti Adhikar Abhiyan is a network of about 30 organizations working on issues related to food security. The petition seeks extension to provide dry ration under the Mukhya Mantri Corona Sahayata Yojana or any other Scheme. The organization also prays to continue help-desks facility and accept E-coupon applications. They also want to ensure the resumption of hunger relief centers for providing hot cooked meals.
Submissions before the Court
Senior Advocate Sanjay Parikh appeared for the Petitioner. He states that the requirements are specified in the common rejoinder to the two affidavits filed by the Delhi Government.
Mr. Parikh further adds that the rejoinder states the need for the provision of free cooked meals to hunger relief centers. It is also stated to provide ration to non-PDS (public distribution system) beneficiaries. Moreover, it seeks to provide cooked food to those who are staying at night shelters.
Court’s Observation
After considering the reports, the court did not feel inclined to entertain the present petition. The court observed that the Petitioner could not provide exact figures. The court granted Mr. Parikh some time to find out the exact figures to produce before the court.
Court’s Order
The Division Bench of Justice Hima Kohli and Justice Subramonium Prasad directed the Delhi Legal Service Authority (DLSA) to look into the averments made in the application and conduct an independent recce. It directed them to submit an accurate status report stating the need to continue with the hunger relief camps.
